Jim Constertina is a managing director in the Deloitte Digital Content practice and leads Deloitte’s public sector work in Content Management. Jim oversees a team of professionals focused on helping agencies modernize, transform, and cloud-enable their content operations. Jim also serves as a subject matter specialist in Document Management, Imaging, Records Management, Document Generation, Electronic Forms, Digital Signature, Web Content Management, Web Publishing, and Portals. Jim leads strategy, implementation, and operational engagements in these domains and has over 20 years’ experience performing full life cycle system implementations and managing large cross-functional teams. Jim has helped many government agencies adopt cloud-first, paperless strategies for managing content. As a Certified Public Accountant (CPA) and Project Management Professional (PMP), Jim also provides pragmatic leadership, project management, and technical guidance in overseeing engagements.

Zack Schwartz

Zack Schwartz is the Acting Chief Information Officer for the Department of Commerce Office of the Secretary. Prior to assuming this role in August 2022, Mr. Schwartz served as a Senior Advisor to the Secretary and led the Department’s COVID-19 Coordination Team. In this capacity, Mr. Schwartz was responsible for driving and coordinating DOC’s pandemic response and operation activities including implementing workplace health and safety guidelines across the bureaus. Prior to joining the Office of the Secretary, Mr. Schwartz held the permanent role of Division Chief for the Census Bureau’s Information Technology Services Management Office. As Division Chief, he oversaw the CIO’s acquisition, budget, program management, and administrative areas.
